A bug in the WEIS code for fixed-bottom led to zero-entry for PtfmYIner in the ElastoDyn file. In fixing this value, it was recommended to use just a placeholder (e.g. dummy) value and include 1/3 of the tower yaw inertia in the NacYIner value.
