Allow for time/timeseries to be specified in the plant energy resource

My only hesitation is that I am not sure how to connect this to netcdf data

I think this will work for netcdf data!

Now, my only hesitation is that wind speed and direction are coordinates when they are being used to describe probability as a data variable, but are data variables when they are described in terms of time and height.
