Add JSON Schema release with permanent URL including versioning #30

In the EYA DEF working group, we agreed that we need to include a version number for the EYA DEF JSON Schema release and that we need permanent publishing URLs that are unique for each version.

We need to figure out where we want to publish the permanent URLs. It would be most convenient to do it on GitHub.
