scaleMinimum in LNDARE and FLODOC #2

By default, we are always considering scaleMinimum mandatory when this attribute is present in a feature. In S-101, scaleMinimum is available in LandArea and FloatingDock but should only be set when the geometry is Curve and Point.

Can you confirm that for these two features we can keep it optional in S-401 like in S-101?

Comex² S-401 WG meeting - 240320: Keep scaleMinimum optional for LandArea and FloatingDock as it is currently in S-101. An encoding instruction will have to be added in the DCEG to put a value only when the geometry is Curve or Point. No scaleMinimum for Area.
