Minor issues with FC 1.1.0 #32

Hi, I validated the S-401_FC_1.1.0_240313.xml file and found a few Duplicate key-sequences:

categoryOfTrafficSeparationScheme on TrafficSeparationSchemeBoundary reportedDate on Bridge reportedDate on CautionArea reportedDate on ExceptionalNavigationStructure pictorialRepresentation on FloatingDock pictorialRepresentation on Wreck sourceIndication on ExceptionalNavigationStructure

I just fixed them in my copy so I could continue testing.
