CMP tweaks

• Add minimal CMP server to test against
• Remove obsolete qsc-keys formats
• Add support for choosing CMP message protection
• Validate PKIMessage structures with pyasn1

These changes only concern the CMP-related part of the repository. They were written a few IETFs ago, but I forgot to merge them into the upstream repository.
