Fix YAML (and work around kramdown-rfc bug) #112

The crash in kramdown-rfc is caused by the attempt to blank out the name -- just leave it out, and it will work.

It still doesn't complete, but that's because draft-ietf-opsawg-pcapng.md isn't the only document attempting to blank out the name; I'll fix any other ones that have the same problem.
