4 years ago I notice that the libpcap commit https://github.com/the-tcpdump-group/libpcap/commit/5f2a5c03e0f91bc2dc2ae33838db273dd6c7d8d9 in August 2018 changed the documentation to note that the two fields are stored as 0, but many implementations haven't incorporated this version yet. That's why I felt it was useful to expand the documentation
Split File Header field Reserved into Reserved1 and Reserved2 and expand upon the previous behaviour.
