Do we need this constraints?

As far as I can understand, the same information is available in the topology-id attribute of the te-types:path-constraints.

Do we need these constraints?

As far as I can understand, a TE Tunnel is setup within a given topology (as defined by the topology-id attribute of the te-types:path-constraints).
