Definition of Input Shaping/Policing for Path Computation #124

The parameter is global across clients in PCEP: the specification reports security consideration in 10.7.2 of RFC5440 that may be reported here. The configurability of the scheduler should be addressed.

We would propose to keep the definition of the input shaping/policing mechanisms and of their configuration outside the scope of this document
