In-app way of asking for a user to become an admin #266

For now we rely on emails, it works, but could be improved:

For the ifbcatr admin it would be nice (i think) to have a quick way of requesting the a user become an admin, have permission to add/edit event and/or teams, ...
For the curator, it would be nice to have in-app buttons to say "ok, this user will become Teams editor, admin, ..."

Would it be a good feature, or a waste of time considering the few account request we have ?
