this looks promising: https://www.npmjs.com/package/html-pdf
maybe get collections from _config.yaml using something like https://www.npmjs.com/package/read-yaml so we know what folders to process?

used this inside a gulp task on the missingmaps website

currently looking at using gulp-live-server and puppeteer

can generate PDFs but with some issues:

[x] "links" between documents go to, for example, http://localhost:3000/action/community-based-surveillance/, so need to have something like a show for print section that instead shows just text (no link) and maybe lists the title(s) in addition to the number(s)?
[x] i need a way to monitor the pdf creation using puppeteer and know when to close out the gulp-live-server
[x] need some way to package the PDFs into zips (one per language?) for bulk download

[x] need to hide "download PDF" links in the android app
[ ] ~need to integrate the pdf generation gulp task with the gulp serve process~
