Add Additional Dropdown Options for Emergency Operation Type 3W Records #1187

Propose adding disaster-response specific dropdown options:

new primary sector option becomes available: Relief (or similar intentionally vague term to help catch the often nebulous nature of response activities)
new tags become available: Assessments, Registration and Distribution, Search and Rescue, First Aid and Medical Transport, Partner Coordination

Recommend validating the list with operational leads to see what they would want to see from a response 3W map
