Exploring adding a Back to Top button across the platform to support with the long pages

@LukeCaley This was provided with some other designs in combo, but here it is separately. Suggestion for a back-to-top button that may help with longer pages. It appears after the first screen fold and stays sticky (limitation of the prototype). You can see the red arrow when you scroll down on the right side.
