3w: Sankey information flow through who to what to where #1315

Currently, the Sankey Diagram on 3w either shows Who is doing What or What is being done Where. It would be optimal to have the information flow through so that when the mouse hovers on the reporting national society (who) the visualization would carry all the way to where the activities by that NS and in that sector would be highlighted.

@frozenhelium, as I remember the technical complexity of this request was already evaluated. How difficult is this to improve? Can you make a rough estimation about the required capacity? Thanks!
