"Add Report" button to redirect to Situation Update section on backend with prepopulated event field #1357

In recent months there have been more users uploading response documents to emergency pages. For many of these users this is the only "editing" they need to do when it comes to emergencies. As there are certain edit rights (e.g. ticking the "is featured" box) that automatically come to all users with rights to edit emergencies, in order to avoid risky situations and manage more specifically the permissions, it would be good to have the "Add Report" button take the user to the "Add Situation report" section on the backend (https://goadmin.ifrc.org/api/situationreport/add/). Also this would be clearer for the user as the button would take them directly to the section they want to edit.

It would be fantastic if on this landing page the "Event" (emergency) field could be pre-populated with the emergency that they clicked the button on.

@batpad is this currently seen as in scope for 4.3? If not, please elaborate the desired way forward and time estimate for future prioritisation

We fixed https://github.com/IFRCGo/go-frontend/issues/1116 . This is likely a bit of additional work - ~8-10 hours. Moving to 4.4 for triage and prioritization.
