Description and steps to reproduce [Required]

  1. Launch stream software eg., StreamLabs/OBS/Twitch Studio (reproducible for all streaming software)
  2. Launch Valorant (or another game like Minecraft)
  3. Jump into a game eg deathmatch, unrated, etc
  4. Note down FPS and GPU usage (for me I usually get around 190-230 fps and around 70-80% usage)
  5. In stream software, set up Game Capture for valorant.exe
  6. Note down FPS and GPU usage (for me I get around 80-130 fps and GPU usage drops for 30-35%)

I record and stream Minecraft this also affects me, are there any developments on this issue?

@Karen-Intel i found similar problem yesterday on 4644 the game start stuttering , and encoder lag start loosing frames like crazy using OBS with Honkai Star Rail (its capped and mostly stays on 60 but when it start stuttering it dropped to about 30) after restart it stopped but its not first time i encounter this(for me its really rare). Restart solved this strange behaviour. https://youtu.be/8FLLp_1U2Vg?t=771 I investigated more and looks like im loosing frames all the time after i updated to 4644 using OBS in different games
