Create 2.14.0 release #21

Create the SPORE release corresponding to the NEST 2.14.0 release.

As a precondition, all other issues in this milestone are to be solved before.

@kappeld @anandtrex shall we include issues #19 and #20 in this release?

Ok, tests on NEST 2.14 still work. I have updated the __SPORE_VERSION__ string in spore.h to 2.14.0.

regarding #19 and #20. Adding this would be good since both are quite easy to achieve.

19 and #20 are resolved, so we are ready for the release. I will create it by tomorrow noon.

Fixed.
