Add function to cast a vote and function to initiate a vote

The voting system is implemented with two discord buttons (yes/no), the UI dev will still need to print nice messages with number of votes also the percent of the vote

your code doesn't even work at all, there is not even discord command linked this doesn't really seem like you wrote it... and you didn't even read or tried it the buildings feature is not even implemented how could it even create this feature without it dependency? this isn't what we expected from you at all, you already had a bad start and you seem to not put in any effort (beside copy pasting our questions/tasks in chatGPT and acting as if you "work"), it's fine if you're not as good as the others at coding, but we except you to at least try and be involved in the project... image image image image image
