V2 - update URL shortener "p" page #674

Noticed that the linkouts on the dataset explorer and the gene list manager that use the url-shortener format do not work. They redirect but to a blank page (probably because they go to index.html instead of expression.html). If you type the long-form name of the URL and arguments though (with expression.html) everything works

Resolved much of this with 61a8543a92ed0b2d9fb4e0cdd90c2ae76989ea11
