Add SPDIs to the Variant Page #16

Add SPDIs at the top of all of the variant pages, and in the disambiguation boxes on the left

The ID now shown (e.g. "10-79286695-G-A") is not a SPDI

SPDI for rs1250566 would be: NC_000010.11:79286695:G:A

We could continue to show "10-79286695-G-A" (without a label? because it's an internal browser ID) as well as the SPDI

We might as well show HGVS as well ("NC_000010.11:g.79286696G>T"), which is queryable from /variants/ API
