Fix version IRIs #16

Fix version IRIs to resolve in line with changes in https://github.com/OBOFoundry/purl.obolibrary.org/pull/685 (e.g., http://purl.obolibrary.org/obo/gecko/releases/{DATE}/gecko.owl)

Note that these version IRIs won't resolve until we create an official release (#15).
