Craft IEEE 11073 Core SDC "ICS Tables" Sync'd with PKP ICS Table #208

For the "core" SDC standards: 11073-10207, -20701 & -20702 ...

  1. The ICS tables are essentially unusable.
  2. The PKP ICS Tables - 11073-10700 & 11073-10701 - provide a much better approach that could be adapted for use with the Core standards
  3. For the BICEPS standard, current discussions include crafting such an updated ICS table
  4. Conformance testing for the SDPi specification should support claims of conformance to the Core standards

PROPOSAL: For each of the Core SDC standards, create ICS tables for SDPi TF-1B that are aligned with the approach taken for the PKP standards.

This should be added in an SDPi 1.x release.

I agree the ICS tables in the PKPs are very useful.
