Comment from @MartinKasp in IHE/sdpi-fhir#289 -- "This definition would also fit perfectly to the Ensemble Context. The connection to the discovery process is missing in the definition. Not really sure how we can fix this, maybe adding some technical details or details for the specific BICEPS-over-MDPWS implementation?"

Proposed Change

NOTE: For SDPi 1.0, Ensemble Context is explicitly out-of-scope; so this label has been set to 1.x

Discuss issue and determine how to best support this with in the SDPi specifications.

Should be resolved when we add our first device coupling use case.
