"They" is the user in the same sentence (at least I interpret that clearly as the user in the sentence - if this is not the case I would like to know)

Maybe you're right. Then at least the grammar is not correct, because A user is singular, while they is plural.
cleaned up the examples to clear the terms used as discussed in the July F2F meeting.
