PDQm test with unknown ID domain #8

PDQm has a test case that recommends a 404. Do we mean it must do 404 and only 404? Or do we allow a 200 with zero results like the access control appendix allows? Would 200 with zero results be a good response too?

recognize that sometimes it is not clear that the domain is unrecognized. Thus recommend 404, but allow 200
