in theory today it is possible to use ALL of the search parameters together, but is that useful? What are some useful combinations?

Once some useful combinations are understood, should that drive more specific requirements for those combinations?

look to IPA search constraints on DocumentReference for guidance on reasonable combinations.

discussed in committee. Given that ITI-18 has no combinations, there is no precedent for MHD to be different.
