Unnecessary and confusing CapabilityStatement in Volume 2 #76

Given that Volume 1 actor definition indicate capability statement are required (1:38.1.1 ), this section in Volume 2 should be deleted.

2:3.78.4.2.4 CapabilityStatement Resource Patient Demographics Suppliers implementing [ITI-78] shall provide a CapabilityStatement Resource as described in ITI TF-2: Appendix Z.4 indicating the query interaction for the Patient Resource has been implemented and shall include all search parameters implemented for the Patient Resource.

  1. Agree that one or the other should be removed. Better to be in Volume 1.
