Document the workflow options for volume 1 #23

In volume 1, we need to explain the transactions (which will be described in Vol2)

how the actors support PUSH or PULL models
following up on workflow progress (e.g. tasks)
how updates work (e.g. we don't change a dispense, we change the treatment that has already been started) ~

Outcome: a functional description of actors and transactions in the respective Volume 1 page.
