License vs CC0

Given that IG publications use the well-known license graphics, IHE needs to harmonize their license

with well-known license terms such as CC0

Note CC0 is what HL7 is using, and is also what our IGs are claiming.

Also, IHE should really have a well-known URL for license. Something like
