Added a routine to automatically generate a Dockerfile from the Snakemake workflow, build a Docker container with it, and publish it on the GitHub registry.

A little version error here, trying to fix!

Workflow works now - just a little mess. Turned off the invocation on regular PR's. Build will now only happen for new releases.
