Deprecate and remove ISnomedBrowserConceptUpdate, creating for allowing the specification of an inactivation reason when updating an existing concept;
Add inactivationReason and associationTargets properties to concepts and descriptions returned from the browser endpoint;
Record values when logging changes for traceability;
When merging concept representations, use values from the concept which has no effective time set.
