Adds a partial specification draft focusing on 3D-specific changes and new content (temp-draft-4.md). This does not include large sections of the existing Presi 3.0 spec, and readers are encouraged to familiarize themselves with that prior to reading this.
Reorganizes and expands root manifests/ directory containing proto-cookbook-style manifest recipes. This is intended to be kept as a living collection of recipes, to be updated over time as TSG work proceeds.
