Consider further justification of Canvas segments? #1791

Ranges can contain parts of canvases in their .items, but the Manifest cannot. Does this need further explanation or justification?

From @tomcrane: manifest.items is good for simpler clients that don't need to worry about parts of canvases. It keeps the 99% case simple. From @mikeapp: Can always annotate regions of canvases, and cropping with parts of images. Adds a lot of complexity client side to support parts.

Editors agree: text is sufficiently clear as written, and additional text adds more words without significant improvement in clarity. Close wontfix.
