iiif:Feature should be API independent #505

Other APIs might benefit from the supports/feature pattern, such as search. Currently the pattern is tied to the IIIF Image API Context, rather than being an independent service description feature.

In IIIF 3.x, we should extract the pattern from the Image context and make it more generally available. In the mean time we can use Image API Features in other service descriptions, but this is not ideal.

Agreement that this would be useful, but not yet needed. Continue to defer until it is needed in practice.
