Limited item notifications #44

Use case discussed on the 31st Oct call and is related to #42.

As a researcher I am interested in a couple of items from institution x (e.g. 2 Manuscripts by a certain author or 5 items on a particular subject).

If institution x publishes their activities for their entire collection, would I be forced to go through all items to find out if the 2 items I am interested in have changed? This assumes the researcher can't ask institution x to create a special activity stream which only contains the items they are interested in.

This is the use case for /notifications/ rather than crawling/harvesting, which we haven't started work on yet.

Propose transfer to iiif/api, keeping marked as defer

If it's in scope for notifications and there's no API for notifications then isn't it a bit unfair to pass it to iiif/api? Plus, if we want to keep all issues relatively 'untouched' for another group to tackle them later if there's motivation, then it may be desirable to keep this one here.

2023-03-01: Group agreed to leave this here rather than transferring.
