As an eager reader of newspapers who is moving through several issues of a newspaper from "day to day", I would like to have a distinct notification in case there exists an extraordinary issue (like if the king is dead) of the newspaper on any given day so that I am able to view also that issue and at the same time be able to choose to continue to "move along the time axis".

Seems like a "featured" viewingHint on a Range, perhaps?

How does one generalize this notion into a client recipe for viewingHint? Seems that it could be more general than just on a range to me.

featured - Valid on manifest, sequence and range. Indicates that this manifest in a collection, or this sequence or range in a manifest, should be highlighted by the client but not override the navigation structure or order.

What is considered an "extraordinary issue" can change depending on the context, so you can't generalize it in terms of a viewingHint. This use case would be better handled by some form of tagging/annotation feature that is part of a client implementation designed to meet that need.
