Segmentation of video by region #66

Description

Segmentation of video by region. Crop out the sidebars/letterboxes etc. Implication is for download, and construct a full stand alone video representation.

Proposed Solutions

Related IIIF: # Fragment, Image API Region (though this is probably a client feature)

Solution: Level3 (unless a very sophisticated client). Specification of range/region using media fragments
