This might be as simple as waiting for consensus on https://github.com/IIIF/iiif.io/issues/1066 and having a simple “For content providers” example showing how to add HTTP Link:
headers and/or HTML <link rel=alternate>
tags to HTML pages.

As per conversation with @azaroth42 in Slack I updated the links on https://www.wdl.org to use the type application/ld+json;profile="http://iiif.io/api/presentation/2/context.json"

The browser extension DetektIIIF does a pretty good job in this regards.
As a non-specialist user, I would like to learn about IIIF content which I encounter while browsing the web and use it in ways not anticipated by the provider:

The common thread is that this doesn't assume the user knows much about IIIF or a particular institution's support for it, and that the content host shouldn't need to add links for a specific application or service.
