Consider HEAD as part of protocol recommendations #11

Description:

Often times IIIF users may want to know that a resource exists before requesting the entire resource which could be quite large. Using HEAD to do this in IIIF could be a recommended pattern. Originally thought of applying to Prezi, but suggested to also apply to Image API.

Synopsis of discussion:

Add to end of section 6 prezi something along the lines of "It is RECOMMENDED that implementations also support HTTP HEAD requests.", a bit more involved in Image API but perhaps add intro to Section 7 which suggests HEAD as well as GET (and OPTIONS)

It would be good if there was a link to the relevant W3C spec, to position it as a case of general best practice.
