Background and Summary

Various members within the IIIF Community, particularly many from the A/V Group, would like to propose a set of more granular motivations for annotations in the IIIF Presentation API. The current IIIF Presentation API 3.0 annotation motivations (painting, supplementing) are not sufficient to inform IIIF clients how to treat certain annotations that represent transcripts, captions, and subtitles. Further details of the group can be seen in the charter linked above.

I would consider how Web Annotation uses purpose as well to find a way to be granular about how it should be used while honoring the Motivation about why the Annotation is attached.
