Since CONTRIBUTING.md is what Github UI suggests to people opening a PR, give attention to guidelines so that hopefully more people see it and PRs go smoothly

Made this from Github UI and didn't realize it wouldn't send changes from a fork until it was tool late.

Would delete the branch once this is merged.

After this PR, would be best to also have one PULL REQUEST template that has checkboxes that say something like:

[ ] This PR is not from master
[ ] This PR is in compliance with the contribution guide
