Location button doesn't work #249

If Display user location on map option is off - location button does not function.

Perhaps depends on android version. Confirmed by 2 users on Android 9.

I have "DisplayUserLocation=off" in Settings (not LayerChooser). Tapping location button brings me to my current position. Tapped about 20 sec after launching IITC. (Android 9.0.5 Oxygen OS)
