Hacktime is not shown correctly #534

The cooldown timer within IITC is still set to 5 minutes in portal view,even though it's been 2,5 minutes for a while

@ChielG we will not adjust to any temporary changes. But we are currently in a process to expose the values, so that other plugins can overwrite them. Still this is a process, that will take quite a long time. Hopefully we return to normal before that.
