Includes Workstream data for workload and workforce supplied by the IRS.

This is a recurring requirement each time new data is loaded into the system. The check should include analysis of the behavior of the input data as well as a regression style test of other data and algorithms that interact with that data.

Great point. I also included this to the acceptance criteria of the data load issue (#91)

This issue is intended to be performed manually prior to loading into the DB after receiving files from the IRS.
