This PR adapts our ansible setup to the slurm CI workflow being moved to to https://github.com/IKIM-Essen/EMCP-slurm. The new slurm build workflow makes the role slurm_pkgbuild obsolete. The local deb repo was also removed in favour of downloading the debs as github release assets.
