So here is my proposal,

Since we don't have to maintain or pay for having more members, it doesn't make sense to remove the ones who are not active, they can leave on their own.
If possible we can demote them to Member with minimum privileges.
The active members who are owners won't be demoted or have privileges revoked.
We would create teams with proper privileges for the repository and add members accordingly.

I think users should be removed even as a member after some point in time since a community is not a static place . We cant just keep on adding new and new people . I believe that the github badge should have value associated with it and should stand for the fact that you are current active member of the community and not for the fact that at some point in the past you were a contributor

I would contradict and say that the GitHub badge is not something of value for me and it shouldn't be for anyone, it signifies nothing but your contribution to the community.

Though my rationale for revoking privileges is, you can't take any decision for the community unless and until you are an active member, :smile:
