Add popout chat for streams #43

I'll look at adding this, example URL will probably be

/:service/:stream/popout for normal links

or

/:channel/popout for channels

Fuck you RTBA

It was a non-committed test I had on the php version of the site. Allowed users who used livestreamer-GUI to have both the stream chat, and destiny.gg chat together. http://i.imgur.com/ADmKwz4.png

Was also used by a few twitch.tv/destiny chat moderators to be involved in both chats.
