Think about venting #48

How do we want to do venting in the future?

First, I think venting is currently broken - so needs to be fixed. I think it broke after we switched to sampling from lognormal functions.

Second, do we want to continue having venting only at facility scale from bootsrapping away leaks from site level emissions?

Or a bottom up approach?

Some kind of hybrid?

We don't have a good grasp on this right now. There's increasingly good data out there. Could even go to the component scale... This should be discussed at length.

I like a hybrid. We can randomly generate a venting event and bootstrap emissions based on some empirical data. I saw people simulate liquid unloading this way, but data will be the issue here.
