Fixing cost and profit center #799

In this PR, we have :

  1. Added an indicator when data are being loaded
  2. Fixed error message when deleting cost or profit center
  3. Fixed action buttons (edit and delete) appearance
  4. Fixed checkbox for 'is principal' cost center
